1 : N means 1 mm on paper is N mm in reality. Measure the longest labelled dimension you can find, and check the scale against a second one: if they disagree, the print was resized and the stated scale no longer holds.

How it is calculated
A scale of 1:100 means 1 mm on the drawing is 100 mm (10 cm) in reality; at 1:50 it is 50 mm.
To find the scale, measure a labelled dimension on the printout and divide the real length by it. Check against a second dimension: prints are often resized, and then the scale printed on the plan no longer holds.
